Congress finally approves Domestic Workers Bill

The House of Representatives of the Philippines has just passed the Domestic Workers Bill! It took 15 years before Congress finally did so, but it would be worth the wait once the Bill is enacted into law.

The next step will be for the panels from both the Senate and the House of Representatives to meet in a Bicameral Conference Committee, to reconcile their respective versions to make it compliant to the Decent Work for Domestic Workers Convention or International Labor Organization (ILO) Convention 189. Once this gets the nod of both Houses of Congress, the President will then sign it into Law.

In early August, the Philippine Senate concurred to the ratification of ILO C.189 via a unanimous vote.

Meanwhile, the FFW has received reports from the ILO in Manila that the Philippine ratification of ILO C. 189 is being deposited to the headquarters of the ILO in Geneva. This process is considered the formal transmission of the Philippine government of its ratification of the said international treaty. Once received by the ILO, the countdown starts for the coming into force of C.189. As provided by the Convention, it will take effect one year from the time a second member-state of the ILO ratifies it. The Philippines was the second to ratify C. 189.
