FFW welcomes appointment of new POEA Administrator

Labor group Federation of Free Workers (FFW) welcomed the appointment of Labor Undersecretary Hans Leo Cacdac as Administrator of the Philippine Overseas Employment Administration (POEA).

“With the appointment of Usec. Cacdac as head of the POEA, our OFWs are in good hands,” said Atty. Sonny Matula, President of the Federation of Free Workers (FFW).

“Usec. Cacdac is a no nonsense lawyer and a bright professor on labor law at the Ateneo Law School. He is not only an academician, but a down to earth lawyer involved with NGOs and trade unions,” added Matula. Cacdac worked for SALIGAN, an alternative legal center which caters to indigents.

Cacdac formally takes over the POEA on Jan. 2.

“His ties with civil society contributed to his success as labor undersecretary for labor relations. This distinct characteristic will once again play a key role as he looks after the welfare and the improvement of employment conditions of our OFWs,” said Matula.

Cacdac gained the respect of world tripartite leaders when he successfully chaired the Committee on Domestic Work of the Annual Conference of the International Labor Organization (ILO) in June this year. That International Labor Conference adopted ILO Convention 189 on Promoting Decent Work for Domestic Workers.

This international treaty, if ratified, would protect the rights of several millions of domestic workers, both here and abroad and improve their working conditions. Senate concurrence is needed for the ratification of the treaty.

Usec. Cacdac also chairs the DOLE Technical Working Group on Domestic Work. He has actively engaged Congress, together with unions such as the FFW for the passage of a National Domestic Workers Law. The Senate counterpart bill for the protection of the rights of domestic workers has already been passed on third reading.
